SCDC Release Status Routes

SCDC operates state prisons for people serving state sentences. It is not the Sumter County jail. A person committed from Sumter can be placed at any SCDC institution that fits the agency's classification decision. A move between SCDC prisons is a transfer, not release. The current incarcerated search identifies the prison and available sentence information while the person remains in state custody.

After the state custody event ends, SCDC's separate Released Inmate Search records the actual date and release type. Values observed in the official application include RELEASED, PROBATION, COMMUNITY SUPV, and SUPV RE-ENTRY. The exact label matters. If it indicates a form of community control, the South Carolina Department of Probation, Parole and Pardon Services supplies the next status. The Sumter County release search covers the different county, state, court, and federal branches.

Confirm an SCDC Discharge

South Carolina intentionally separates current incarceration from completed release. That design prevents a current-only search from being misread as a full history. Follow the record from the active population into the released ledger.

1. Open the SCDC current incarcerated search when the person may still be serving a state sentence. Match the SCDC number, photo, institution, and sentence details.
2. For a past exit, open the Released Inmate Search. Enter a beginning and ending date and choose SUMTER as committing county.
3. Review each row for the correct identity. Record the SCDC ID, actual release date, exact release type, and county value.
4. Widen the date range or use all locations if the date or committing county may be wrong. The initial form is not a name archive.
5. When the type indicates supervision, search DPPPS by name, SID, county, or year of birth and confirm a same-day change with the proper office.

A current-search miss does not prove discharge because that tool also excludes county detainees, people on supervision, juveniles, fugitives, and released SCDC prisoners. The released search is the official state exit source. A county-only booking will not appear there.

SCDC Released Record Fields

The released database provides a concise state ledger. Its fields allow an identity and date match, but they do not provide every sentence calculation or present address. Read the county column with care.

Never convert “SUMTER” into “released at a Sumter prison.” It links the state sentence to the committing county. A person could have left an institution elsewhere. Likewise, a person physically released at Wateree River may have been committed by another county.

SCDC Release Records Contact

The SCDC institution directory identifies current prisons and official facility pages. Central records contacts handle questions that a prison directory or search result cannot resolve.

A focused SCDC request should provide the name, SCDC number or SID, approximate discharge date, and exact record wanted. Specify whether the question concerns a release calculation, actual discharge record, release type, transfer destination, or existing photograph. SCDC's posted schedule lists copy and staff-time charges, and South Carolina FOIA allows a deposit in some cases.

SCDC Search Record Boundaries

The current application is a snapshot of people sentenced to and incarcerated in SCDC as of midnight the prior day. It includes a photograph and public custody, sentence, institution, and projected timing information. It deliberately excludes released prisoners and people whose custody exists only in a county jail. It also does not serve as the public record of parole or probation.

The form helps confirm that a disappearance from the Sumter jail resulted in state intake. It does not prove that the person entered the community. Allow for the previous-midnight timing and recent transfer processing, then call the public information line when the move is new.

Note: Preserve the SCDC number and exact status text because they are stronger matching tools than a common name.

Sumter SCDC Release Count

SCDC's FY2024 committing-county report counted 113 state-prison releases associated with Sumter commitments. That was 2.2 percent of 5,186 statewide SCDC releases and ranked Sumter seventeenth among committing counties. The definition is crucial. It is not a count of exits from a prison located in Sumter County, and it does not measure bonds, dismissals, or sentence endings at the county detention center.

Use the released database to find an individual event. The annual table provides context, not proof about a named person. It also cannot show where a person lives after release.

SCDC Release to Supervision

Probation, parole, community supervision, and supervised reentry are not interchangeable. Probation is ordered by a court and can occur without a prison term. Parole is conditional release approved by the Board for an eligible sentence. Community supervision and supervised reentry are distinct statutory control paths. An SCDC released row records the state event, while DPPPS records the supervision snapshot.

DPPPS data reflects the previous day and may omit people whose supervision has ended. A missing current result cannot erase a past supervision term. Match the released row, DPPPS result, and Sumter sentence sheet when a durable timeline is needed. A parole hearing grant is also an intermediate event, not proof that the person physically left prison that day.

SCDC Transfers and Old Facilities

South Carolina may move a prisoner among institutions without ending the sentence. Search the current SCDC record for the latest location, and use the institution directory to confirm the facility type. Wateree River is a verified operating prison in Sumter County. Lee Correctional is nearby in Lee County. Neither location changes the committing-county field used by the released database.

SCDC materials also preserve an older reference to North Sumter Correctional Center as closed. Do not create a current custody route from that historic name. Trace an old placement through SCDC identifiers, released records, and agency archives. This is a facility-history issue, not a new jail or a current release feed.

Note: A move between SCDC prisons remains state custody even when one institution disappears from the person's prior record view.

SCDC and Sumter-Lee Records

The older Sumter-Lee Regional Detention Center name belongs to the county detention center operated by the Sumter Sheriff. It is not an SCDC institution. The 2018 regional agreement involved Lee-designated county prisoners, Sumter operation and transport, and Lee cost sharing. Current Sheriff pages use the Sumter County Sheriff's Office Detention Center name.

This distinction matters when an old record uses “Lee” or “regional.” First decide whether the person had a county booking or an SCDC sentence. A county movement record belongs with the Sheriff and the appropriate county court. An SCDC prison placement or discharge follows the state applications and central records office.

SCDC Discharge Request Timing

South Carolina FOIA separates the agency's decision deadline from later production. For records not more than 24 months old, the determination is due within ten days excluding weekends and legal holidays. Older records have a twenty-day determination period. If access is granted, production is generally due within 30 calendar days after the decision or required deposit, or 35 days for older material, unless a written extension applies.

SCDC's posted schedule lists black-and-white copies at $0.10 per page, color copies at $0.25, and staff time at $18.95 per hour, with possible deposit or prepayment. Electronic production can reduce copy cost. Ask for an estimate and request only the existing discharge record, release calculation, movement entry, release type, or destination that answers the question. The agency need not create a new explanation.
